Euro-med Participatory Water Resources Scenarios (Empowers)


During the course of four years, the EMPOWERS Partnership is improving the vulnerable communities’ long-term access to water, through local initiatives for integrated water resource management.

The initiative, funded by the European Commission and coordinated by CARE UK, includes project partners in Jordan and Egypt. In the West Bank and Gaza, the EMPOWERS Project will strengthen the horizontal and vertical flow of information and influence between stakeholders in integrated water resource management. The EMPOWERS Partnership is working with the various stakeholders to develop Water Information Systems for Integrated Water Resource Management (IWRM).

Model projects are developed at the district and community levels in the Jenin Governorate of the West Bank. Lessons learned from such activities will be shared in regional and international platforms.

The EMPOWERS Partnership will improve the vulnerable populations' long term access to water. It intends to achieve this goal through the following approaches:
1. Improving the ability of local government agencies and civil society organizations to address water problems in target areas.
2. Increasing the involvement of government stakeholders and civil society organizations, and mobilizing them through a participatory approach.
3. Increasing public awareness and education on the problems and opportunities in the water sector.
4. Sharing information and disseminating experience to wider audiences.
5. Strengthening regional linkage and networks, and capacity building regarding the sustainable management of water resources.
