Emergency Medical Assistance Program, second phase
(EMAP II)


The project is designed as follow-on to the Emergency Medical Assistance Program I. Given the ongoing conflict on the ground and the fact that emergency medical health needs continue unabated, EMAP II has ensured continuation and avoided interruption of essential support services to the Palestinian health care system. In this way, the overall goal of EMAP II is to sustain and strengthen the healthcare system in the West Bank and Gaza, with a view to maintaining the health and well-being of Palestinians threatened by the violence and economic and social dislocation associated with the Palestinian-Israeli conflict.

EMAP II consists of: 1) procurement support; 2) operational support through sub-grants; 3) emergency care training; and 4) health information gathering. Within these same broad categories, EMAP II includes new adjunct activities, which are based on lessons learned under EMAP I. The aim of these adjunct activities is essentially to ensure greater sustainability of the program’s outcomes and to maximize program’s impact on actual health care practices. By doing so, EMAP II is moving beyond responding to ad hoc emergency needs, and even beyond sustaining the Palestinian health care sector through the crisis situation, towards sustaining the transition to a more autonomous and functional Palestinian health care system in the long term. As such, EMAP II can be considered a transitional program, rather than purely an emergency support program.

EMAP II is funded by the United States Agency for International Development. The project started on 29 September 2003 and ended on 31 March 2005, with a total budget of 9.3 million dollars.
