Emergency Medical Assistance Program, phase I
(EMAP I)
First phase of the Emergency Medical Assistance Program (EMAP I) was implemented by CARE International, in partnership with Johns Hopkins University and American Near East Refugee Aid (ANERA).
Overview of Activities
1. Procurement Support
To provide emergency medical equipment, medicines, medical disposables, technical aids and other supplies to local and regional health facilities to meet increased needs.
2. Emergency Medical Education Development
To develop sustainable educational programs in trauma management and emergency medicine/nursing, and thereby increase the capacity of (current and future) doctors and nurses in emergency rooms. The approach used was the “Train the Trainer (TOT) approach” whereby selected doctors and nurses are trained as trainers (TOT courses), who in turn train other doctors and nurses (TOS courses). The capacity and quality of emergency care provided in referral hospitals in West Bank and Gaza was further improved through procurement of needed medical equipment.
3. The Sentinel Surveillance System
To develop a surveillance system to monitor the status of Palestinian households in terms of access to food, water, and health care during prolonged curfews and closures, particularly during the summer and fall of 2002.
4. Sub-grants
To enable NGO service providers in the West Bank and Gaza to maintain and/or to expand the provision of services during the emergency situation. The main focus was on NGOs providing critical rehabilitation services (in particular outreach services), emergency relief services, and primary health services to vulnerable Palestinians.
5. Rapid Notional Assessment
To undertake an assessment of the nutritional status of pre-school children and women of reproductive age, throughout the West Bank and Gaza.
EMAP I started on 1 October 2001 and ended on 30 September 2003, with a total budget of 13 million dollars.
