Civil Society Strengthening
Civil Society and Democracy Strengthening project
The project is part of the effort to help Palestinians develop more accountable governance structures, focusing on strengthening the role of civil society organizations in public decision making and government oversight.
Launched in September 2000, this is a six-year project funded by the United States Agency for International Development. Approximately 16 million dollars of funding are given directly as grants to Palestinian civil society organizations. By the end of March 2005, the project had awarded nearly 350 grants worth 16.3 million dollars to organizations in the West Bank and Gaza.
The aim is to preserve, strengthen, and sustain the role of non-governmental organizations and community-based organizations in public decision-making, enhance contacts between citizens and all levels of government, and strengthen the ability of civil society organizations to hold the government accountable. Also, the project wants to ensure the sustainability, and build the capacity, of major civil society organizations and Palestinian institutions that work in civil society advocacy. The overall goal is to empower civil society groups so they can express citizen interests, participate in public discourse, and disseminate information on public issues.
All grant-funded activities are designed by civil society organizations, with help from the project, and are approved by the project's Grants Committee. Grant opportunities are widely advertised, and applications go through a rigorous screening process based on transparent and objective criteria.
In 2005 the project focused on the role of civil society organizations in the election process, in particular in delivering voter education programs, conducting candidate forums, and mounting domestic, non-partisan election observation efforts.
The project is managed by Chemonics International, a leading international development consulting firm, and its partners, namely AMIDEAST and CARE International, and the Palestinian consulting firm Massar Associates. With two offices in Ramallah and Gaza City, the project also has satellite offices in Bethlehem, Nablus, and Khan Younis, in order to guarantee wide geographic coverage across the West Bank and Gaza.
